Zoning Permit Application and Supporting Information
Introduction
The Town of Mendon has Zoning Ordinances which include Sign Regulations, Sub-divisions, Sewage and Access to Town Highways. Copies of these may be inspected and/or purchased at the Town Office during regular business hours. They are also found on-line.
The Town of Mendon requires a permit for the following purposes,
(a) Sub-division of Lands (b) Construction of on-site Septic System
(c) Land Development (d) Construction of Private Sewage Pipelines
(e) Building Construction (f) Access to Town Road
(g) Change of Use or Occupancy (h) Work within a town highway right-of-way
(i) Signs - Outdoor Advertising (culverts, utilities, etc.)
(j) Tennis Courts (k) In-ground swimming pools
(l) decks, porches and gazebos
Failure to obtain an Approved Permit will result in enforcement of the pertinent ordinances and may result in fines and or penalties prescribed by town ordinance. The applicant is responsible for obtaining, reviewing and complying with all relevant ordinances.
The process for a zoning permit is as follows,
The Zoning Commissioner will acknowledge receipt and assess completeness of the application within 10 days of submission.
The Zoning Commissioner will approve or deny the application within thirty days of receipt of a satisfactorily completed application.
At this point, the application is posted for public review at the Town Hall for a period of 15 days. Construction cannot start within this posting period.
Construction must begin within one year of granting of the permit and be completed within two years.
Special Requirements related to Sewage,
The Sewage Ordinance governs disposal of sewage and wastewater within the Town of Mendon. A Disposal System Permit is required for all new construction where running water is available as well as for many additions or change of use/occupancy applications. A permit is required for both on-site septic systems and connections to private pipelines. Much of Mendon land lies within the Rutland City Watershed. The City of Rutland retains the right of review and approval for septic systems within the Watershed.
Certificate of Compliance
Upon final completion and prior to occupancy a Certificate of Compliance must be obtained. If a Disposal System Permit was obtained, a Disposal System Certificate of Compliance must be obtained prior to the Certificate of Compliance being issued.
